Qualifications & Requirements for Police Officer Applicants

The goal of the Neptune Township Police Department is to attract qualified individuals to pursue a career with our department. The Neptune Township Police Department is subject to the provisions of New Jersey Statutes Annotated 40A:14-118, et seq. and municipal ordinance in all facets of the recruitment and selection process. We recruit from a candidate pool open to all residents of the State of New Jersey. To be eligible for appointment as a full-time Police Officer with the Neptune Township Police Department, candidates must:

  • Be a citizen of the United States
  • Possess a valid New Jersey Driver's License
  • Be at least 21 years of age and under 35 years of age (18 for SLEO I)
  • Have graduated from high school or possess a General Equivalency Degree (GED).
  • Possess an associate’s degree or sixty (60) college/university credits from an accredited college/university or be honorably discharged from active duty service in any branch of the U.S. Military (Police Officers only).
  • Be able to perform all the tasks and duties of a Police Officer.
  • Be of good moral character and not have been convicted of any criminal offense involving moral turpitude.
  • Shall have successfully passed the police officer’s entry level written and physical examination administered by the New Jersey State Association of Chiefs of Police and currently on a valid active list. This requirement may be waived if candidate successfully completed a NJ Police Training Commission (PTC) approved basic training course for police officers, or has successfully completed a PTC approved training course for Special Law Enforcement Officer Class II (SLEO II) at the Monmouth County Police Academy, and is eligible for a waiver of training under PTC guidelines.

During the hiring process, a comprehensive background investigation will be conducted, including but not limited to:

  • A review of the candidate’s application to confirm/verify meeting eligibility requirements for the position applied for.
  • A check of the applicant’s driving history.
  • A fingerprint-based background check for a criminal record.
  • A check of the New Jersey Central Drug and Domestic Violence Registries.
  • Verification of at least three personal references.
  • A Medical Exam and a Psychological Exam will be conducted on all sworn candidates prior to appointment but after being given a conditional offer of employment.

Job Descriptions for Other Police Positions

SLEO III/School Resource Officer

This position is part-time and the salary for this position starts at $38.77 per hour. There are no health, pension or time off benefits for this position. Applicants must possess a current NJ PTC SLEO II certification or be Retired Law Enforcement Officers to be considered.

School Resource Officers will be assigned to Neptune Township Public School System K-12 during the school year. Duties include issuing summonses, making arrests, conducting investigations, and maintaining school security during school hours and at school-sanctioned events.

The candidate must have at a minimum a high school diploma or GED, hold a current and valid NJ Driver’s License, must pass a background check, criminal history, fingerprint check, drug testing, and a medical and psychological examination. Applicants must be Retired Law Enforcement Officers from an NJ agency, who retired in good standing within the last 3 years and are under the age of 65.

Jailor

This position is full-time, 40 hours per week, and includes health benefits and entry into the Public Employees Retirement System (PERS) and an annual salary of $36,500.00

The full-time Jailor for the Neptune Township Police Department shall be under the direct supervision of the Chief of Police or designee. The Jailor shall be responsible for performing duties such as maintain jail security; complete mandatory cell block inspections; supervise detainees; take inmates to court if necessary; take fingerprints and photographs; oversee the health and welfare of detainees; process and release of detainees; searching detainees; provide meals and telephone calls when necessary; maintain prisoner logs and required forms as per department standard operating procedures and directives and any other duties assigned by the Chief of Police or designee. This position will require working nights and weekends.

The candidate must have at a minimum a high school diploma or GED, hold a current and valid NJ Driver’s License, must pass a background check, criminal history, fingerprint check, drug testing, and a medical and psychological examination. Preferred experience as a Retired NJ Law Enforcement Officer, SLEO I (NJ PTC Certification) or SLEO II (NJ PTC Certification).

SLEO II

This position is part-time and the salary for this position is $24.01 per hour. There are no health, pension or time off benefits for this position.

Officers of this class shall be authorized to assist the Shift Commander. Duties include serving as jailor, performing court security, transporting prisoners, running radar, writing reports, conducting foot patrols in Ocean Grove during the summer season, enforcing traffic laws, and addressing parking violations. SLEO II officers have the ability to issues summonses and make arrests, having the same authority as full time police officers while on duty. No person may commence their duties as a Special Law Enforcement Officer unless they have successfully completed a training course approved by the Police Training Commission.

The candidate must have at a minimum a high school diploma or GED, hold a current and valid NJ Driver’s License, must pass a background check, criminal history, fingerprint check, drug testing, and a medical and psychological examination.

SLEO I

This position is part-time and the salary for this position is $19.80 per hour. There are no health benefits, vacation, personal or sick day benefits for this position.

Officers of this class shall be authorized to perform routine traffic detail, spectator control and similar duties. SLEO I officers shall have the power to issue summonses for disorderly persons and petty disorderly persons offenses, violations of municipal ordinances and violations of Title 39 of the Revised Statutes. SLEO I's do not carry or use firearms. No person may commence their duties as a Special Law Enforcement Officer unless they have successfully completed a training course approved by the Police Training Commission.

The candidate must have at a minimum a high school diploma or GED, hold a current and valid NJ Driver’s License, must pass a background check, criminal history, fingerprint check, drug testing, and a medical and psychological examination.

See N.J.S.A.52:17B-4.10. 2019 Census Data indicates that Monmouth County’s population is 75% White, 7% Black, 11% Hispanic, and 5% Asian. As of January 15th, 2023, the Neptune Township Police Department had 78 police officers: 70% white, 22% black, 4% hispanic, 3% Asian, and 1% Hawaiian/Pacific Islander. Of the 78 officers, 10% were female and 90% were male.

The NTPD continues to work towards decreasing the disparity between our officer's diversity makeup and the Neptune Township census diversity data. We have continued to implement strategies to achieve this through attendance at job fairs at Brookdale Community College and Neptune High School, as well as through community events such as National Night Out, Neptune Day and Coffee with a Cop. We've expanded our recruitment methods to include widespread community notifications through Nixle and Constant Contact, social media channels, and physical advertisements on billboards and signs. The NTPD is committed to increasing diversity amongst our police officers and will enhance our efforts to seek diverse applicants to join our office.
